You can withdraw money, your salary comes in, UPI works — but ₹48,000 sits under 'lien marked' and nothing you do touches it. A cyber lien is the most common partial freeze in India today: a specific disputed amount locked on cyber cell instructions while the rest of the account operates.
Why a lien lands on your account
Somewhere upstream, a fraud victim reported a transaction. The money trail passed through your account — usually one inward credit you received in a genuine deal — and the investigating officer instructed your bank to lock that specific amount under Section 106 of the BNSS. A lien is actually the system working with restraint: courts and the I4C's updated procedures push officers to lock the disputed amount rather than the whole account. But restrained or not, it is still your money stuck indefinitely.
The removal process, step by step
- Get the lien reference from your bank in writing — freezing authority, complaint/acknowledgement number, exact amount and date
- Identify the underlying complaint — which state cyber cell, what allegation, which transaction of yours is named
- Build the transaction file — invoice, chats, delivery proof or exchange records showing your credit was a genuine deal
- File a legal representation with the investigating officer seeking lien removal, with your evidence annexed
- Escalate if ignored — application before the jurisdictional magistrate under BNSS, or High Court writ where the lien is old, unexplained or disproportionate
How long do liens last if you do nothing?
Indefinitely — that is the honest answer. There is no automatic expiry that reliably operates in practice. Liens routinely outlive the investigation that created them; we regularly see amounts stuck for one, two, even three years where the account holder assumed 'it will clear on its own.' It clears when someone makes it clear.
The flip side: lien matters are among the most winnable cases in cyber freeze practice. The disputed amount is defined, your evidence is specific, and the proportionality jurisprudence is firmly on your side. Most lien-removal matters we handle resolve at the officer or magistrate stage without ever needing the High Court.
